​capacity building for electronic load controller (ELC) technicians in south and southeast asia

Background: 
Electronic load controllers (ELCs) are a crucial and complicated component of micro hydro systems, requiring de-mystification and inputs at the local level to prevent technical failure.  While micro hydro civil works, turbines, generators, and transmission line cater to locally available technical skill sets, the electronics and systemic-level knowledge required for ELCs is often not available locally.

To strengthen the skills of local technicians, who are the first resource persons communities approach to resolve technical failure, HPNET members Asosiasi Hidro Bandung (AHB) and Simple Engineering conducted an 11-day, practical training on ELC installation, trouble shooting, and innovation.  The exchange built on the data collected in HPNET's 2013 study on ELCs.  

The location for the training was selected as Bandung, Indonesia because of its close proximity to high-quality, hands-on ELC fabricators and trainers for micro hydro projects.  Guests lectures included members of AHP who are legenerdy pioneers of ELC technology and also the most advanced developers.  Venues included their facilities: (1) ASEAN Hydropower Competance Center (HYCOM), (2) Protel Multi Energy, (3) Renerconsys, (4) Cihanjuang Inti Teknik, and  (5)  State Polytechnic Bandung, and (6) Kareumbi Conservation Region.

Outcomes: 
  • Identification of practical issues, knowledge gaps, and local actors involved in field-level issues of ELCs in 11-regions of south and southeast Asia.
  • Design and execution of a theoretical and practical curriculum for a "training of trainers" for ELCs.
  • Construction of a hands-on learning station at HYCOM, the region's leading micro hydro training center.
  • Provision of training tools to participants to assist them in conducting their own local trainings.
  • Provision of customized knowledge expertise and opportunity to engage with like-minded peers, in order to encourage each participant to pursue his/her specific technology development goals.
  • Creation of a synergized forum of local ELC experts based across south and southeast Asia.
  • Facilitation of dialogue between field-based practitioners from 11-regions and the region's most advanced ELC suppliers, to bridge differing perspectives and collectively advance ELCs.
  • Increasing 11-partnering HPNET member organizations' ability to troubleshoot ELCs, with the goal to improve the sustainability of micro hydro projects across the region.
  • Strategy-building and initial next steps to address post-training and practitioner-prioritized knowledge gaps.
