HPNET members are a diverse set of international, national, and local actors committed to collectively promoting and advancing pico (<5kW), micro (<100kW), and mini (<1000kW) hydro in South and Southeast Asia.

The Hydro Empowerment Network has been supported by the following organizations, along with members and partners of the network.
The network was formed in 2013 with support from the WISIONS of Sustainability initiative at the Wuppertal Institute for Climate, Environment and Energy, which continues to support HPNET's core activity.
With a history in fostering technology transfer for small-scale hydropower to South and Southeast Asia, the Skat Foundation supports HPNET's knowledge development and advocacy initiatives.
